MINUTES OF THE 31st REGULAR /REVIEW PNM MEETING HELD BY DRM/ADRM/UBL WITH  SWRM UNION ON 20 & 21/01/2015

At the outset, Sri Shuja Mahamood, Sr.DPO/UBL welcomed the Divisional Railway Manager Sri Sanjeev Mittal, ADRM Sri C.Chandrasekhara Sastry, Sri A.M.D’Cruz, General
Secretary, Sri R.R.Naik, President, Sri  I.Joseph, Divisional Secretary, other branch secretaries & representatives from the SWRM Union & Branch Officers for the 31st PNM
meeting. Sr.DPO stated there is a gap of six months between the previous & present PNM meeting during which period, lot of activities have taken place including SWRM
Union conducting the AIRF national convention at Hubli, which was a great success wherein all the Branch Officers have worked hard to make it success. During this period,
restructuring of all the cadres of Division controlled posts has been completed & promotions have been effected. Further, Sr.DPO requested DRM  to address the meeting.

Sri Sanjeev Mittal, DRM, addressing Sri A.M.D’Cruz, General Secretary, Sri R.R.Naik, President, Sri I.Joseph, Divisional Secretary, other branch secretaries & representatives
from the SWRM Union, ADRM & Branch Officers,  stated that it has been around one and a half year since he has been in this Office and expressed happiness that during the
period, the interactions with SWRM Union have been very fruitful and no issues were there over which there was any major difference of opinion.

Complementing SWRM Union for being cordial & constructive in its approach, DRM stated that in fact Union’s suggestions and participation has really gone a long way in
improving the efficiency of Hubli Division. The best example of the synergy which has come out of this relationship is the successful organizing of 90th Annual Convention of
AIRF which was held from 18th to 20th November 2014 at Hubli, wherein twenty thousand delegates participated from all over Indian Railways & Production Units.  All the
Branch Officers & staff have really toiled and worked hard to make such a gigantic event successful in a most professional manner which has also been possible due to the
co-operation extended by SWRMU and whole heartedly thanked SWRMU for the same.

DRM also appreciated the fact that there were no major issues pending with administration and the Union has been getting many of the employees problems resolved through
interaction with the Divisional officers.

Highlighting the Division’s Performance, DRM stated that Loading wise, Division has been ahead of the target and performance wise, likely to achieve the target of almost all
the important activities. During December 2014, Division has achieved total loading of 3.086 MT against the target of 2.950 MT.  The loading has improved by 4.6% over the
target and 8.7% over the corresponding month of last year. I hope that with the co-operation of the Union and the staff, Hubli Division will strive hard to achieve maximum
outage and earnings. 

DRM also highlighted few of important highlights on other fronts:
Ø Division has achieved cumulative loading of 23.907 MT during the period between April - December 2014 as against 22.411 MT during corresponding period of the
previous year.  This is an increase of 6.7% over the corresponding period of the previous year.
Ø Cadre restructuring/ surrender of posts: 243 posts have been surrendered during the year for cadre restructuring. The cadre restructuring promotions have been
completed for all the divisional controlled posts those who are due.


Ø Women employees holiday camp at Delhi, Amritsar, Jammu, Kashmir & Srinagar, have been conducted for the benefit of the staff.
Ø One day workshop on re-orientation of the Welfare Machinery on Hubli Division was conducted on 17.7.2014, involving all Welfare inspectors of Hubli Division and Hubli
Workshops, at Personnel Branch Meeting Hall in accordance with the guidelines issued by HQrs,  covering topics such as (i) dealing with accidents/ death on duty (ii)
conducting investigations (iii) conducting inspections (iv) dealing with compassionate ground appointments (v) settlement, ex-gratia etc., Sr.DPO/UBL, DPO/UBL,
WPO/UBL & all APOs of Hubli Division too spoke on the occasion and expressed their expectations from the Welfare Inspectors while appreciating their involvement
presently in carrying out various activities.
Ø As per the directives of Railway Board, Standing Placement Committees have been formed for posting/ transfer of all the Railway Group ‘C’ employees in the Division.
Ø Inter Divisional Dance Competition was organized by Hubli Division on 05.12.2014 at Chalukya Railway Institute, Gadag Road, Hubli. 4 groups representing UBL, SBC,
MYS & Hubli Workshop participated in the competition. Hubli Division won the trophy and Bangalore Division stood second.
Ø Promotions/ financial benefits (MACP) have been extended to 1838 employees by way of Selection/Non-Selection (1721) and  MACP (117).
Ø 655 employees have been appointed during the period from April 2014 to December 2014 (RRB-275, CG-64, RRC-145, LARSGESS-164, PHQ-05, Scouts & Guides-02).
Ø 29th Pension Adalat was conducted on 15.12.2014 wherein 117 cases were received, out of which 107 cases disposed off and pending 10 cases are under
examination.
Ø Technical Scholarships, to the tune of Rs.10,38,000/-, have been awarded to the wards of staff who are pursuing technical/higher educational courses.
Ø Group ‘D’ Scholarship, to the tune of Rs.6,72,000/-,  has been paid to 38 wards of staff who are pursuing technical/ higher education course.
Ø Colony Inspection Groups have been formed over the Division and the first meeting at Hubli has been conducted on 31.12.2014.
Ø One day orientation programme for newly recruited women employees (Track Maintainers/ Safaiwala/ Helpers) has been conducted on career advancement & Health
Awareness on 03.11.2014.
Ø The Office Orders/ Notifications that are being issued from the Personnel Department are being published on Official Website of South Western Railway and also on
social media site like Facebook, so as to increase the transparency and the easy availability of records.

Today, the PNM is being held to discuss 30 regular subject and 41 review PNM items.  Concluding the speech, DRM hoped that the meeting will be held in a constructive
manner so as to solve all the problems of the employees in a cordial and amicable atmosphere and helping Division as a whole in moving forward.

Sri A.M.D’Cruz, General Secretary, SWRMU, thanking heartily DRM for briefing about performance & happenings in the Division, welcomed DRM, ADRM, Branch Officers,
Divisional President, Divisional Secretary, and all the representatives of SWRMU to the forum. At the outset, General Secretary congratulated the Administration stating that
the co-operation extended by the Division has been very cordial and the job has been done wonderfully, during AIRF convention held from 18.11.2014 to 20.11.2014. General
Secretary stated that as has been rightly brought out by DRM in his welcome address, all the Officers & staff have really toiled to make the AIRF convention a great
success. He once again thanked Hubli Division, on behalf of AIRF & SWRM Union, in successful conduct of AIRF convention.

Further, it was expressed that though only 3 PNMs were conducted in the Division during the last year as against 6 PNMs, the response given by the team of Officers  have
been good and thanked for the same and for sending replies to SWRMU’s representations.
General Secretary brought out the following areas of concern to the notice of Divisional Railway Manager.

· Stating that most of the employees in categories like Safaiwala & Track Maintainers are not aware of their eligibility in MACP scheme, General Secretary requested for
revival of FNM in the interest of Railwaymen in the Division, which has been discontinued, wherein pending issues like MACP cases can be discussed & policy matters
could be discussed in PNM forum.
· General Secretary brought out that construction of boundary wall near Brooke Road Officers colony is affecting movement of School going children attending to
Railway School from Type-II & Type-I quarters, located beyond this colony. He stated that though SWRMU is not having any objection for construction of the wall,
the same should not block the existing road.
· General Secretary stated that in a critical location like CLR, to meet any emergencies,  Ambulance has not been provided, though being continuously represented for
the past several years. Even if Ambulances are provided, the same are found to be in condemned condition. GS urged that if there is no possibility to make
arrangements for permanent Ambulance/Driver, atleast extending the facility by hiring, may be examined.
· Though being pursued for the past 2 years, creation of imprest cash of Rs.15000/-  for funeral advance at CLR has not been done. General Secretary stated that
since fruitful decision is not forthcoming, Division can drop this issue, stating that SWRM Union has taken a decision to provide funeral advance at CLR and in lieu of
it, requested administration to examine seriously about provision of Ambulance.
· General Secretary expressed that an important post like ECRC in Commercial Department has been surrendered in the name of Work study, though shortages/ net
vacancies exist in the category and the surrender of ECRC posts has not been discussed with SWRM Union. He expressed that this is not justified when seen in true
perspective as neither Ticket Counters have been closed nor such activities have been outsourced, instead 3 additional counters have been opened. Hence
requested for making available the details in this regard.
· After commissioning of mechanized laundry at UBL, 43 employees who were hitherto looking after IOH and other activities in siding have been shifted and no posts
have been created for the purpose.
· In the recently conducted selection of Loco Inspectors, 17 employees have passed. After selection, volunteers are being called for CCC, CPRC & LIs and then again
screening is being conducted. General Secretary requested for a copy of Railway Board’s guidelines, if any, in this regard.

· General Secretary stated that LARSGESS applications of some of the employees in GP 1800 & 1900, who are designated Track Maintainers/ Khalasi and are eligible for
LARSGESS Scheme, are not being accepted owing to reasons like such employees are being utilized as Watchman by administration by issuing local orders within Engg
Department.  General Secretary stated that while SWRM Union is not against such utilization, LARSGESS scheme cannot be denied in such cases. One of the such
cases where LARSGESS has been denied is in the case of Sri K.V.Subbarao, BRI Khalasi.
· One of the CG appointees who was offered Track Maintainer job, had requested for Safaiwala post which has not been considered. General Secretary requested to
review the case compassionately since the appointment is on compassionate grounds.
· General Secretary stated that in the recently held PNM at Railway Board, lot of problems concerning both Railway men & Administration were discussed regarding
SPAD cases. Lot of deliberations took place with AM/Safety and AIRF. During the discussion, the points brought out by AIRF were appreciated by the Board & given
the position of SPAD cases over Indian Railways. GS brought out that out of 67 SPAD cases over Indian Railways, Railway Board had directed removal from service
only in 4 cases and lesser punishment was imposed after considering appeals in remaining cases. Whereas in UBL Division removal from service/ Compulsory
retirements are being imposed as punishment in several cases which affects the family welfare of such railway employees. General Secretary stated that SWRMU had
already lodged protest with Railway Board for imposing penalty of removal from service in SPAD cases since lot of improvements are required in signaling system &
track and making LP & ALP wholly responsible is not correct.
· Submitting a copy of letter dated 5.8.2013 addressed to CRB, with copy to DRM & GM, General Secretary stated that in the letter, SWRMU had raised 13 issues
concerning Hubli Division highlighting ineffective areas in safety and suggesting remedial measures. Thanking Railway Board for acknowledging and replying for 13
items relating to suggestions to improve the safety, General Secretary stated that similar kind of reciprocity is not being extended in the Division regarding
implementing safety measures as suggested. He requested the Division to look into the same and though UBL Division is a small Division, the suggestions made by the
Division in the safety area will go a long way in helping Indian Railways.
· In the case of promotions of Goods Guard to Sr.Goods Guard, promotions are being kept pending for want of completion of residency period. General Secretary
requested to expedite promotions since Board has already given directions in such cases vide letter dated 10.11.2014.
· General Secretary brought out that one of the PNM/AIRF items, reiterated by Railway Board vide letter dated 22.12.2014, concerning extending cooking facilities for
employees sent on duty at outstation, which directed that General Managers may arrange for provision of cooking facilities at such locations where the rest houses
are being patronized regularly. However, no additional posts will be sanctioned for these facilities. The existing cooking facilities, wherever provided, may also be
reviewed to establish need for further augmentation of facilities, if required. As per the directions of Railway Board, in locations like VSG, where there is acute
shortage of staff quarters, extending cooking facilities by sparing one Type-II quarters may be explored to mitigate the hardship faced by employees, deputed on
duty to such locations.

· Another area which needs attention is in Medical fitness wherein the candidates who are newly appointed by RRC / Compassionate Grounds are directed to Railway
Hospital for medical fitness. At this initial stage, if they are found diabetic they are made medically unfit for all categories of posts in all Departments and rejected.
Whereas if an employee contracts diabetes at a later stage, Railway system allows such employees, including those working in safety category,  to continue to work
by giving medicines. The stands adopted by the system at different stages needs to be questioned. Even when challenged in courts of law, Courts have given verdict
that such appointments cannot be rejected since diabetes is not a disease but it is a symptom in the body which needs to be kept in a certain level  and stated that
the same can be implemented in Division too, else it becomes a subject inviting court cases.   CMS brought out that such cases are being dealt as per Manual issued
by Railway Board and not in its jurisdiction.
· Concluding his speech, General Secretary stated that the new government at Centre is posing several challenges to railwaymen in the name of 100% FDI & PPP in
Railways. In this regard AIRF made a dialogue with Railway Board in JCM level wherein negotiations are still on. In the AIRF convention which was held in November
2014, a transparent Resolution has been passed to go in for an indefinite strike, date for which is yet to be decided, by AIRF against the decisions of Ministry of
Railways & the policy of the government since the decision of allowing 100% FDI & PPP is anti-labour policy. This is being informed as a responsibility to our own
administration. Highlighting several problems which the railwaymen faces in such a situation, including lack of government jobs for future generation due to
corporatization, General Secretary requested that its views can be brought out by the Division at appropriate levels like DRM & GM Conferences.
General Secretary thanked once again administration for extending its full co-operation/ co-ordination in resolving staff grievances and assuring to reciprocate the same.
DRM assured to look into the grievances and thanked General Secretary & his team for recognizing the efforts of administration and Branch Officers.

Addressing Sri A.M.D’Cruz, General Secretary, Sri  I.Joseph, Divisional Secretary, SWRM Union,  Office Bearers & representatives from the SWRMU, DRM, ADRM & other
Branch Officers,  Shri  R.R.Naik, Divisional President, stated that he would like to thank once again the DRM & all the team of Officers for rendering help in successfully
conducting the AIRF convention. Divisional President brought out that most of most of the issues have already been elaborated by General Secretary and requested to
examine them.

Addressing DRM, ADRM & other Branch Officers, Sri A.M.D’Cruz, General Secretary, Shri  R.R.Naik, Divisional President,  SWRM Union, Office Bearers & representatives from
the SWRMU, Sri I.Jospeh Divisional Secretary, at the outset thanked DRM & team of Officers for giving their support in successfully conducting AIRF convention at Hubli.
Divisional Secretary stated  that while most of the issues have already been elaborated by General Secretary, he would like to highlight certain important issues for
redressal.

· A wall is under construction in the Officers colony at Brook Road. On intervention by SWRMU, the construction has been stopped and requested that construction
should be not be done till such time a road is constructed for group ‘C’ & ‘D’ staff. Though Engg Dept has promised to provide a road & requisite facilities within 15
days, so far the same has not materialized.


· After meeting of Colony Inspection Group on 31.12.2014,  CIG team inspected quarters located opposite Dy.CSTE/CN, wherein inconveniences are being caused due
to construction of compound wall, which also was stopped on SWRMU’s intervention, because there is a pole in the middle of the road which obstructs movement of
vehicles like ambulances in case of emergencies. Though it was promised that pole will be shifted and cables will be made underground, till now the same has not
materialized.

· Division Secretary stated that though grant of Technical Scholarship for the staff who are in GP 4600 has been extended by Railway Board, the amount has not been
sanctioned and even for the staff in GP 4200, full amount has not been disbursed inspite of availability of funds.

· Travelling Allowance is being withheld/ barred for several months which is not correct especially in the categories, where staff movement is only on trains and
requested to pass them.

Concluding his address, Divisional Secretary stated that though the PNM subjects are given well in advance, Branch Officers are giving remarks only at the last minute of
approaching of PNM meeting and most of them are same remarks as given in the previous PNM meeting. Divisional Secretary requested DRM & Chairman of PNM to guide the
Branch Officers to go through the PNM subjects well in advance of the meeting and give correct remarks and adhere to the commitments given in the forum.

Preamble SUBJECTS OF PNM Meeting on 20th & 21st -1-2015
1) Problems of Engineering branch:
          Provision of Lunch room for ladies at SSE/W/SW/UBL:
There are more than 20 woman employees are posted to SSE/W/SW/UBL, these ladies are bringing lunch box and there is no place for them to have their lunch. Most
of the ladies are having small children and their wards will bring the small babies to feed breast milk. Hence lunch room for ladies is very much essential. There is one
room occupied by SE/W/UBL who is in charge of station building. He is having room at station building also. Hence room occupied at SSE/W/SW/UBL can be spared as
lunch room for ladies please.
(this out of agenda subject previously discussed in july-2013. Till now no action has been taken).

2) Problems of LTRS branch:
a) Filling up of vacancies of Loco & Traffic Running staff including 30% LR. Since staff are facing lot of problem to get leave and PR’s etc. due to which staff are
forcingly reporting sick and remaining absent.

(a) Till corporation water supply is restored, water cans will be supplied.
(b) In future, Sr.DME/P to monitor that water bills to corporation is paid timely to avoid disconnection.
(c) Contractor will be advised to supply quality food and as per the menu.

c) Annual cadre review of guards still not come to get extra post of Mail/Exp Guards. Since more numbers of New Exp trains increased.

3) Problems of BJP branch:
a) Trolleymen’s are getting only one pair of uniform whereas others are getting two pairs every year.

4) Problems of BGM branch:
a) Crew control lobby: Even though agreed in so many PNM room and chief crew controller is posted, still lobby is not opened and at work is dumped on Dy.SS/BGM, who
is already over burdens in his own work. Hence request the administration to start the crew lobby immediately.

b) Closing of Doors and Windows of 56921 & 51463 Passenger: Closing of doors and windows and cleaning of stabled passenger train was earlier done by two C&W
Khalsis (Renuka Khandekar/Kh/UBL and Nilawati Kamble,  Kh/CLR) but suddenly one day both Khalasi’s were taken back and now administration is forcing SMR to
ensure closing doors and windows with P.man. Sir this also to be stopped why SMR operating staff are forced like this, the pointsman’s are having lot of other work,
like Rake backing BV remarshalling , closing of wagon doors, securing at stable trains and other usual middle duty P.man work.

c) Job Analysis at the gates between BGM-DWR and pointsman between Gunji-VJR:In the last PNM it was agreed to conduct rejob analysis for the gents between BGM-
DWR and also of Pointsman between Gunji-Vijaynagar. But still today it is not conducted. Sr.DPO

Job analysis has been conducted at 3 representative stations viz: KNP, GPB & UGR in July/Aug/Sept-2013, the results have  not justified for revision of classification.

5) Problems of Bellary branch :
a) At Bellary fogging is not been done past three months which is resulted in mosquito menace which will be inviting harmful health hazards. This union demands fogging
to be done immediately.

Fogging Machines have been given for repair, work order has been issued to the Company. Expected within two weeks.


b) At Bellary Ticket Collector’s office are put into lot of difficulty & inconvenience in   dealing with ticketless passengers, unwanted people & drunkards will be entering in
to TC office on the pretext of the enquiry there are many incidents of misbehaving with on duty TC and there is no provision provided for passenger enquiry. To avoid
this nuisance this union urges to shift the TC office to platform since their office is placed in wrong location.

c) At Bellary chairs provided at Reservation office & Booking office are broken & not in condition for the use, staff working with computer system are prone to have
problems like spondilitis & severe back pain, also involves many health problems. Hence, this union demands to provide ergonomic chairs which are designed for
computer operators which keeps away the health problems.

d) At Ballari staff of reservation office are put into untold sufferings due to non availability of AC,  Ballari is known for severe summer & summer & it is as good as living in
Tunnel & Oven. There are incidents where staff suffered with severe dehydration . Hence, this union demands to provide AC immediately which was removed in the
last year.

6) Problems of Gadag Branch:
a) At Kusugal station water for staff and passenger amenity is being supplied through tankers, which is very irregular and essential. The water is supplied by private
contractor . the actual requirement is of 3 tankers in week, whereas only 2 tankers are supplied in a week. The staff at any given time are: 1) Total operating staff 
-10, b) Total Engg staff-25, c) Total S&T staff-05, d) One Rly Qtrs members - 06, e) Passengers ---------------.  Normally during month ends the water supply is
being stopped without any notice, by the contractors which puts the staff under lots of inconvenience. As such GDG branch SWRMU urges that the water supply is
stream lines and made a regular feature.

b) At Gadag: Menace of dust and noise pollution plus loss of accessibility, suffered by occupants  of Betgeri side Rly Colony due to plying of Lorries lined up through the
Rly Colony much earlier the arrival of the train meant for unloading children are put into great risk, as they cannot venture out of their Qtrs without being escorted.
As such it is urges that one old road already available for specific use of lorries, which is to be updated.

7)   Problems of Mechanical Branch:
a) Provision of proper lighting arrangement in pit line no 01, 02, & 03 at coaching yard UBL.
This was very old case this subject was discussed in most of the PNM’s. whenever the PNM meetings are there the lighting arrangements were made by elect dept.
after few days this is some repeatedly we are also bringing this subject to the notice of administration. But we are not getting proper lighting. This was one of the
most important safety subject. Staff cannot check thoroughly unless, provision of light. Hence proper and permanent arrangements to be made on top priority.

9) Problems of Hospet Branch:
a) Provision of New UPS to Booking office Hospet in place of old UPS.
Since April 2014 the existing UPS at Booking office Hospet is not working. Staff are facing a lot of problems in issuing tickets whenever there is a power failure. This
problem has been reported repeatedly, so far no UPS replacement given.

b) Posting of Welders under SSE/C&W/HPT:
Presently only 5 Welders are available at ROH/HPT. The work is about 230 wagons turn out per month, but with only 5 Welders it has become very tough work to
attend wagons and meet the  target. Hence this branch union demands 25 Welders to be posted immediately to meet the work load and enable smooth working for
the employees as well as administration.

10) Problems of Administration branch:
Shortage of clerical staff (Ministerial staff) in safety branch of UBL division.
With due respect we bring the following grievance of Ministerial staff of safety branch of UBL division. Earlier to this in safety branch 5 Ministerial are working as
follows:
Ch.OS- 01, b) OS/Head Clerk- 03, c) Clerk -01,
Out of this now one has given VR ( One year over vacancy not filled up yet) , one has been deputed to MDRTI/DWR (from last one and half year), now one more
staff is working in operating branch. Now only two staff are available to look after entire dealings of Safety branch which is over burden to them. And by this there is
heavy delay in transaction of files like files connected to Accident Free Service Award, Safety Drives, Accident files, compliance to inspection notes of officers, GM
and CRS etc.

11) Problems of VSG Branch:
a) In VSG yard portal lights are not working out 42 fitting 11 only working and at driver hill in F.O.B and in steps there is no lights discussed with SSE/E/Power/VSG he
stated that W.P. fittings & F.L. tube light portal light fitting are not available. And placed incidents also. It is very difficult to walk night time. Snake are entered in pit
line it is very essential. Kindly supply the materials.

S E C T I O N -A (INTRODUCTION)

CPO in his opening address welcomed all the office bearers of SWRMU and Officers and Officials present for the 26th PNM with SWRMU and
mentioned that this is the first ever 4th PNM in a year on SWR.

CPO also mentioned that this year has been very momentous for SWR as Cadre restructuring has been completed in almost all the departments.

CPO specially mentioned that SWR was able to host for the first time AIRF Convention where thousands of delegates attended from all over India and
hoped that all of them might have gone back with complete satisfaction about the arrangements made by SWR. He also mentioned that under the eminent
leadership of Shri A.M.D’Cruz, SWRMU has been extending full co-operation to the administration. CPO mentioned that administration had very cordial
relationship with SWRMU and is attempting to solve the problems of employees in the spirit of mutual understanding.

Then, CPO requested Shri A.M.D’Cruz, GS/SWRMU to address the forum.

2.0 Shri A.M. D’Cruz, General Secretary, SWRMU welcomed Shri K.Harikrishnan, CPO, Shri C.K.Kutty, Dy.CPO/IR, Shri J.N.Raju, CCM/FM, Shri
Yadwad, President/SWRMU and other esteemed office bearers and his colleagues to this 4th PNM of the current year.
2.1 GS mentioned that for the first time on SWR, 4 PNMs were conducted in a calendar year and thanked the General Manager, all PHODs and Chairman
of PNM, who have taken keen interest to conduct the PNMs.
2.2 GS also mentioned that SWRMU is very much thankful to the administration for extending full co-operation in all aspects by all departments for smooth
conduct of 90th AIRF Convention, which was held at Hubli from 18th to 20th November, 2014.
2.3 Shri D’Cruz mentioned that all the delegates, who have attended the AIRF convention, were fully satisfied and this credit should be attributed to all the
departments of SWR. He also mentioned that by smooth conduct of Convention, SWRMU as well as SWR administration has got good reputation among
Railwaymen especially for the wonderful arrangements made as most of them did not expect that the newly formed Railway will be able to hold the convention
in a befitting manner. In this connection, he once again thanked the administration on behalf of General Secretary and President of AIRF.
2.4 GS mentioned that after the AIRF Convention at Hubli, they have attended JCM on 11th of December and Railway Board PNM on 12th and 13th of
December both the meetings were very cordial.
2.5 GS mentioned that SWRMU is getting good cooperation from all the PHODs and expected that the same trend will continue in the new year also. He
thanked the General Manager for allowing to continue this PNM, though he was not present, which shows the commitment of GM regarding the concerns of
Railwaymen.
2.6 GS mentioned that they will not insist the presence of PHOD, but at the same time, HOD who is attending the PNM should solve the problem of
Railwaymen and responsible for implementation of the decision taken in the PNM forum.
2.7 Shri D’Cruz mentioned that still more results are expected from the Administration. He mentioned that AIRF is not against the Foreign Direct
Investment (FDI), PPP in Indian Railways, Restructuring of Railway Board, but at the same time, transparency should take place to wipe out the fears of
Railwaymen about the privatization of Railways.
2.8 He mentioned that Hon’ble Prime Minister of India had openly declared in Varanasi that Railways will not be privatized at any cost, which is good news.  
2.9 Shri D’Cruz mentioned that one more worrying factor of Railwaymen is continuance of NPS scheme. He mentioned that Pass & Pension are the only
two important areas, where youth are attracted to join Railway Service and explained the importance of Pension Scheme instead of NPS.

S E C T I O N -B (PREAMBLE SUBJECTS)

All the following 12 items tabled as preamble subjects had been sent to respective P/CHODs for detailed examination and remarks. All these issues
will be replied to GS/ SWRMU separately. Preliminary discussions however were held on each item with the respective HOD.

(1) HOLIDAY HOME FOR GROUP-C STAFF AT COLVA BEACH, GOA: Holiday Home was available near Colva Beach, Goa which was allowed to
Group- C & D staff.   About ten years back it was taken only for Officers ie. Group A & B. Replacement was assured to us that nearby construction will be
made and given. While going for the construction the State Govt., has objected not to construct due to ban near sea shore for new buildings. As such the
correspondence was going on to accept for our Railways.   Since the problem was continuing, then i we thought of temporarily to keep available
accommodation for Group-C & D staff, a rented building was taken through CSBFC’s fund and continued on rent basis for three years. A Now to renew the old
leased building, he has told to vacate and CSBFC members seen new place, that the rent is what was given previous not I accepting but it is more and
therefore they come back without any decision. After that, now the employees are without these facilities, the people are complaining to the Union. The Union
would like to know that, what about the State Govt., to us for constructing the new building and if they are not permitting to construct new building, then what was
available for Group C & D  previously, the same can be given to occupy by the Group C employees since the first floor was considered. Hence, first floor can
be given to Group C staff and Ground floor for Group-A & B staff, until any new building is constructed and given.  PCE R E M A R K S: This subject has
been deliberated at length and PCE has stated that the building will be constructed within a period two years at Madgaon old station.
(2) DELAY IN COMPASSIONATE GROUND APPOINTMENTS  Last PNM to this PNM which was agreed to, particularly SBC division no single case
was appointed.   In that one case of Smt. Saraswathy Bai, W/o Late Sri Sathyanarayana Singh, ex.Sr.Tech/A-SSE/C&W/SBC (Preamble Sub.No.11), and
Shri B.Naveen, S/o Late Sri Boya Ramanjneylu, ex.Khalasi Helper/Dsl/KJM shed & Sri.S.Seetharam Naik, S/o Late Sri Sugali Anje Naik, Hamal/SBC (Item
no.10/2/2014) of PNM meeting held on 30th & 31st October, 2014.   GM Sir assured to us that after PNM also you can come and discuss but such a meetings
are not taken place with GM Sir. Because we could not meet the GM regularly, all the cases are kept pending without any result. Our honourable GM has told to
SPO/IR, that per day at least morning one case and evening one case to be completed but that also not taken care. After last PNM to this PNM no one case
has been cleared. CPO R E M A R K S: It was informed to GS that the widow of Late Shri Sathyanarayana Singh, Ex. Sr.Tech/SSE/C&W/SBC may seek
appointment instead of married daughter.   GS mentioned that the wife is of 54 years old and therefore, the widow has sought appointment for married
daughter and it is permissible as per recent instructions given by the Railway Board.  CPO mentioned that the issue will be examined further.   The other two
cases are already figuring in the PNM Subject No.10/2/2014 wherein it is minuted that DRM/SBC may have a relook of these cases.
(3) DECENTRALIZATION OF JE/ELECTRICAL IN GENERAL SERVICE   A meeting was held with SWRMU, CPO/SWR & CEE/SWR in CEE’s
chamber on 03.10.2012 regarding decentralization of J E/Electrical in General Service among the Division, Workshops & Construction since neither
workshop supervisors want to work in Division nor otherwise. Since then it is still pending without any decision and now Notification has been issued
on the centralized seniority of Division & Workshop for selections in the said cadre of electrical department. (Ref: No.H/P-608/VI/JE-EL(GS)
25%.PQ/Vol.II dt. 16.12.2014).This Union objects for the same and urges to keep the same in abeyance until a decision is taken on the subject as it
is a PNM subject.  CEE, CPO R E M A R K S:
(4) REQUEST TRANSFER OF SHRI SHEO SHANKAR PRASAD, JAA/FA&CAO/UBL Sri Sheo Shankar Prasad, JAA working in Accounts
department applied for request transfer to S.E.Rly due to his both the parents sickness and he was going every month to his native place to take care
of them. Unfortunately his father has been expired on 19.06.2014 and no one available to do the final formalities of his father, finally he went by flight
to his native place for his father death. Now his old age mother 77 years she is staying lonely in her native place. Now it is come to notice of this
union that more than 14 staffs have been relieved and transferred from Accounts department to other railways recently. In view of above fact, this
union request to relieve above staff to SER on sympathetic ground as a special case to take care of his old age widow mother who is staying lonely
without any assistants. FA&CAO R E M A R K S: FA&CAO has stated that his case can be considered in case the employees, who are in priority, give
NOC to this effect. The issue has been discussed with GM and has directed CPO to examine the case after calling for the concerned file/register from
FA&CAO. 
(5) SURRENDER OF 4 ECRC’S POSTS IN COMMERCIAL DEPARTMENT OF HUBLI DIVISION BASED ON WORK STUDY REPORT
(Ref:Sr.DPO/UBL Letter No.H/P.524/III/TE-ECRC/CR-2013, dated 03.11.2014) It is surprised to note that 4 ECRC’s posts in Comml. Dept is
surrendered in UBL division without consulting the Union. This has been brought to notice of GM/SWR on so many occasions and GM assured that
taking into account work study we will not surrender any post, the concerned PHOD/HOD, DRM & Branch Officer has to be discussed. The 4 posts
now surrendered in UBL division, the Sr.DCM has not agreed to surrender but requires additional posts. It is not understood how the posts are
surrendered when Sr.DCM not agreed. These four posts to be restored immediately since it is happening that request transfers after considered
could not be relieved to other division physically, problem is so much, but post surrendering is taking place easily in this Railway without consulting
the trade union. We demand, GM to intervene and restore the post immediately and at the same time the request transfer ordered Mr.Albert Ericba
should be relieved from VSG to SBC immediately and restore the 4 posts already said above. CCM, CPO R E M A R K S:  It is seen that 4 posts were
surrendered after study of the work load. Since vacancies are not many, there should not be any problem for relieving Shri Albert Ericba, C&RS from VSG to
SBC Division as per the transfer order already issued. DRM/UBL will be advised to relieve Shri Albert Ericba.
(6) SEPARATE RESERVATION COUNTER FOR RAILWAY STAFF AT MYSORE RAILWAY STATION:  A separate reservation counter should be
opened at Mysore Railway Station for reservation of Railway Staff of Mysore Division and Workshop as this facility is already available in Bangalore and Hubli. 
CCM R E M A R K S: This will be examined.     
(7) COUNTING OF MILITARY SERVICE OF SHRI CHANDRA VANSH MANI SINGH, OS, CWM/O/MYSS TOWARDS CCS(PENSION) RULES, 1972 
Counting of military service of Chandra Vansli Mani Singh, OS of this Workshop towards CCS (Pension) Rules, 1972 as per Para (i) of Rly. Board’s
letter No. F(E)Ill/2005/PN1/35, dated 26.09.05 (RBE No. 163/2005) and letter No. F(E)III/2005/PN1/35 dated 04.11.09 has not been finalized yet. It is
understood that this case is pending with FA&CAO. Therefore, necessary orders may be issued for the counting of his service towards CCS
(Pension) Rules, 1972 at the earliest.  FA&CAO, CPO R E M A R K S:   FA&CAO mentioned that this will be looked into.
(8) PROCUREMENT OF 178 NOS OF FAKE CURRENCY DETECTING MACHINES TO PRS & UTS OVER SBC DIVISION   This union had raised a
demand in the 35th DRM/PNM for procurement of Fake Currency Detecting & Cash Counting Machines over SBC Division. The division has vetted
178 Nos. and indent has been sent to Controller of Stores/UBL vide Sr.DCM/SBC Letter No.B/C.57/PROC/2014 dated 20.01.2014. As on date, not
even a single machine is in working condition out of four machines for entire division. Hence, this union urges to speed up the procurement at the
earliest to avoid inconvenience to Commercial Staff  COS, CCM R E M A R K S: COS has mentioned that the indent has been received on 29.12.2014
and action will be taken expeditiously to procure the fake currency detecting machines. 
(9) CREATION OF POSTS OF GUARDS UNDER CADRE REVIEW.   A proposal have been sent vide Sr.DOM/SBC Letter No.B/P.l72/Guards, dated
01.07.2014 for creation of total 39 posts in the Guards Category in the cadre review the Competent Authority Approval is awaited from Headquarters for
creation of the post. Hence, this union urges to communicate the approval of the post. COM, CPO R E M A R K S:   Details have been called from Bangalore
division.  On receipt of the same, this will be processed further.  
(10) CHANGE OF CLASSIFICATION OF ROSTER FOR WFD, BWT & KPN & TSS STAFFS-TRD DEPARTMENT   This union had raised a subject in
the SBC DRM/PNM vide subject No: 54/6/14 to change the classification of above TSS units from Ei to C as was existing till 2010. It is very pertinent
to mention that from JTJ to MAS section the TSS staffs are working @ 8 hrs a copy of Roster from MAS division have been obtained and same as
been obtained and same as been forwarded by Sr.DEE/SBC to CEE/SWR vide Letter No.B/TRD/150/1/PNM Vol.III, dated 22.12.2014 for necessary
advice from HQ in this subject matter to revert the C- classification for SBC division.   Similarly for manning SSP from JTJ to MAS two staffs are
working in (i.e.1+1=2 staffs) continuous roster whereas @ SBC division only one staff is working, in this regard also a letter has been sent to HQ for
classification.   Hence, this union urges to advice SBC division to implement the roster of 8 hours as was existing in SBC division. CEE, CPO R E M A
R K S:
(11) CHANGE OF CLASSIFICATION OF COMMERCIAL CLERKS OF RMGM FJA was conducted on 08.01.2013 for change of classification and to
the Competent Authority approval has been forwarded on 06.12.2013 to Headquarters for approval. This union urges to communicate the
Headquarters approval at the earliest. CCM, CPO R E M A R K S: It was mentioned to the Union that necessary action will be expedited.
(12) IMPLEMENTATION OF RESTRUCTURING IN STORES DEPARTMENT The restructuring was not implemented in Stores dept since disputes
arised whether LDCE quota strength also to be taken for restructuring. As this advice has not gone to Dy.CMM/Stores/AP/ MYSS this restructuring
not done. Hence we request CPO to advise Dy.CMM/Stores/AP/MYSS that taking 20% staff strength the restructuring to be implemented. · COS,

CLASSIFYING `RNN' STATION UNDER URBAN AGGLOMERATION FOR GRANT OF HRA AT `X’ RATES (30%).
The staff working between YNK and RNN Station have represented to this Union that the up to RNN Station comes within 6 KMs radius from the BBMP limits in this
connection they have obtained Dependency Certificate from Dy. Commissioner Bangalore Rural District vide letter dated 27.03.2008 and represented to administration
also duly enclosing the copies of dependency certificate issued by DC Bangalore Rural requesting for grant of `X’ rates of HRA (i.e. 30%) to the staff working between
YNK and RNN.
It is also very pertinent to mention that it has been confirmed from the sister Central Government organization employees i.e. BSNL staff working at Rajanukunte, are
being paid 30% HRA at X rates but same is deprived for the Railway men’s.

Hence, this Union urges for classifying up to RNN Station Urban Agglomeration and grant HRA to the staff retrospectively i.e. w.e.f. 30.08.2008 that is the date of issual
of dependency certificate by Dy. Commissioner.

M I N U T E S (10/11-07-2013):

Dy.Commissioner, Bangalore has been requested to issue Dependency Certificate vide letters dated 10.06.2011 and 31.08.2012. Till date dependency certificate has
not been received from Dy.Commissioner, Bangalore. This will be further followed with Dy.Commissioner.  After receipt of dependency certificate from Dy.
Commissioner/Bangalore Rural District, action will be initiated.

M I N U T E S (4/5-02-2014)
It was informed to SWRMU that in spite of Railway’s references, till date dependency certificate has not been received from Dy.Commissioner, Bangalore. GS/SWRMU
has requested to get the certificate in a time frame manner since other Central Government Departments are extending the benefit of 30% HRA.
CPO has assured that this will be further followed up with Dy.Commissioner, Bangalore.

M I N U T E S (9/10-07-2014).
Dependency certificate from Dy.Commissioner, Bangalore has been received. The case is under process for forwarding to Railway Board.

M I N U T E S (30/31-10-2014).
The proposal has been sent to FA& CAO for concurrence. In turn FA& CAO sought clarification on certificate issued by Dy.Commissioner. A reference has been made
by Bangalore Division on these points vide letter No. B/P 54/CT/Vol.II dated 24.09.2014 to Dy.Commissioner.

GS/SWRMU requested to expedite the issue. If still delay persists in processing, he has sought implementation of the classification from the date of 30.08.2008, the day
this subject has been raised.

GS/SWRMU requested FA&CAO to accept the certificate issued by the Dy.Commissioner on the lines of Chikkabanavar, which was forwarded to Railway Board earlier
and got the sanction also.  In this connection, FA&CAO opined that we may approach civil authorities once again to get the certificate in the format of Railways and if it is
not feasible, the present proposal may be resubmitted.

PROVISION OF ADEQUATE FACILITIES AT REST ROOM IN ZONAL RAILWAYS

This Union have been persistently complaining about the pathetic condition and poor maintenance of Ticket Checking Staff Rest Room in pursuant to the demand raised
by AIRF in Boards PNM as well as JCM Meeting Railway Board have issued orders vide Letter No.2010/TG/V/10/3 dated: 02.03.2010 issued orders to provide
infrastructure, including catering facilities to TTE’s Rest Room on the analogy of Drivers & Guards. But unfortunately in SWR this facility is not extended to Ticket
Checking staff.

Hence, this Union urges for provision of infrastructure including catering facilities to at TTE’s Rest Room.

Note:* At SBC, TTE rest room was attached to running room wherein catering facilities are made available to TTEs also.
During the discussions, GS/SWRMU has highlighted the condition of TTEs rest Room at Chennai and Tirupathi as the employees are suffering a lot.

As per Railway Board guidelines, a committee has been formed consisting of HQ(SAG) level and (JAG) Divisional level to monitor  adequate facilities at TTE’s rest
room.
GS/SWRMU has mentioned that facilities as per the instructions of Railway Board are yet to be provided, especially at stations like Hubli, Shimoga. At Hubli itself, which
is headquarters of SWR, 25 beds are required at peak hours whereas only 19 beds are available. Water Geysers, Coolers etc. should be repaired immediately. The
problems faced by the TTEs of SWR in Rest Rooms at Tirupati, Chennai, etc. of neighbouring Railways are yet to be solved.

It was mentioned to the Union that as per the Railway Board guidelines, a committee has been formed consisting of HQ(SAG) level and (JAG) Divisional level to monitor
provision of adequate facilities at TTEs rest rooms. In addition to above, divisions were also instructed to take immediate action to sort out the deficiencies at TTEs rest
rooms and to maintain zero deficiency vide letter dated 12.06.2014. The Divisions have been given a target date for the deficiencies reported to be made good by
31.08.2014.

CCM has informed that the issue has already been taken up with South Central Railway in respect of TTEs rest room at TPTY.

GS/SWRMU has raised the pathetic condition of TTEs at Tirupathi where TTEs are hiring rooms on payment as the existing rest room for TTEs is very bad. He also
mentioned that this issue has been brought to the notice of DRM/SBC on several occasions. GS demanded that till such time improvements are made in the existing
rest room at Tirupathi, reimbursement for hiring the retiring room has to be arranged. GS also demanded that few retiring rooms should be earmarked for the occupation
of TTEs of Bangalore Division till such time the existing rest room is made fit for occupation.

During the discussions, the problems being faced at Chennai has also been highlighted by GS. GS mentioned that even at Hubli, being the Headquarters of SWR,
sufficient beds are not being provided.

CCM mentioned that with regard to lack of facilities including paucity of beds, it was decided that the matter will be vigorously taken up with other Railways and an
acceptable solution will be found within a couple of months.

GS has discussed this issue with General Manager on 10.07.2014 also and GM assured that necessary steps will be taken shortly to improve the conditions at the rest
rooms of TTEs and GM advised CCM to earmark a few Retiring Rooms for the use of TTEs, which will give some relief.

GS specifically mentioned that cooking facilities should also be extended to the TTEs on par with the Loco running staff in terms of Railway Board’s instructions issued
during 2010. GM mentioned that the instructions of Railway Board will be followed.

A number of committees comprising of officers from Divisions have been regularly conducting inspections of TTE Rest Rooms and submitting their recommendations.
These recommendations are then being forwarded to the DRM of the respective divisions for remedial action where deficiencies are noticed. The divisions have assured
that necessary work will be completed at the earliest. As regards facilities on adjoining Railways, the respective DRMs/CCMs have been informed. The matter is also
being pursued with them for quick amelioration of the deficiencies.

GS mentioned that rest room at Tirupathi has improved but still much needs to be done for rest rooms in Mysore and Hubli divisions.

Union have already been informed that a number of committees comprising of offices from Division have been regularly conducting inspections of TTE Rest rooms and
submitting their recommendations. These recommendations are then being forwarded to the DRM of the respective divisions for remedial action where deficiencies are
noticed.  DRMs of three divisions have been advised with regard to extending of Catering facilities to TTEs vide this office letter dated 30.10.2014.

As regards facilities on adjoining Railways, the respective DRMs/CCMs have been informed. The matter is also being pursued with them for quick amelioration of the
deficiencies.

In this connection, GS has mentioned that some improvements have taken place during the past six months. GS mentioned that rest house constructed for the TTEs in
Mysore was handed over to Running Cadre and the released Running room has been given to TTEs.  This is not being maintained upto the mark and is not taken care
of by Operating, Mechanical or Electrical departments. He also mentioned that facilities on par with the Running Room should also be extended to TTEs also as per
extant instructions of Railway Board. The instructions of Railway Board regarding facilities of cooking food also have not been implemented in SWR. Such facilities are
required at Miraj, Vasco, etc. where TTEs are arriving late. GS mentioned that Railway Board is considering creation of posts for maintenance of Rest Room and SWR
should send our proposal to Railway Board.  A copy of the same may be given to the Union to pursue the same.

DECENTRALIZATION OF JE POST BETWEEN MYSORE SHOP & MYSORE DIVISION

JE post of Electrical Department between UBL & UBLS is decentralized Vide CPO letter No. SWR/P.135/VII/ Decentralization of post, dated 01.05.2008. Similar order
should be issued for MYS & MYSS.

Based on the joint meeting held on 08.12.2010 with recognized Unions, Headquarters has issued instruction regarding cadre control of ministerial and non-ministerial
cadres of each department, vide letter No.SWR/P.535/Trade Unions/ General correspondence dated 07.04.2011. 

As per instructions contained at para II (2) of this letter (page 3) JE/ Electrical department of UBLS and MYSS have to be filled up by UBL and MYS respectively.
GS/SWRMU stated that he has not agreed for the above proposal and wanted the decision to be reviewed.

After discussion it was agreed to take up the issue of cadre decentralization after cadre restructuring and formation of AC cadre.

It was explained to the Union that discussions have  taken place between CME and CEE and a decision has been taken to create the Cadre.

CEE is of the opinion that promotional chances of employees will hamper in case the cadre is decentralized being a small cadre. However, GS explained the difficulties
being faced by the employees in moving out of Workshop.

The formation of AC cadre at MYSS has been finalized in the joint meeting between CEE & CME and memorandum is under issue. The de-centralisation of JE & SSE of
MYSS and MYS Division will be processed after formation of AC cadre and Cadre restructuring.

ERRONEOUS PAY FIXATION FOR TOWER WAGON DRIVER (TOWER CAR DRIVER) AS PER 6TH CPC INSTRUCTIONS.
As per the instructions contained in Railway Board Letter No.PC/IV/2005/CC/SR dated: 02.03.2005, the Tower Wagon Drivers who were in erstwhile pay scales in 5th
PC Rs.4500-7000 their pay have to be fixed in GP 2800. The fixation have been done correctly in adjoining Railway’s except SWR/SBC Division wherein their pay have
been fixed in GP Rs.2400 causing grouse anomaly amongst Tower Wagon driver working in SBC Division.

The above subject has been discussed at Divisional level in the last PNM vide agenda No.08/06/2012 and administration have replied that the matter has been referred
to Hqs vide their letter No. B/P.535/III/TRS/TWD dated: 27.08.2012 for issue of clarification/guidance in the matter

Hence, this Union urges to advise SBC Division to revise and re-fix the pay of Tower Car Drivers in light of the above Board’s instructions with1 retrospective effect.

It has been pointed out by SWRMU that as per the instructions contained in Railway Board’s Letter No.PC/IV/2005/CC/SR dt.02.03.2005 addressed to CPO/S.Rly, the
Tower Wagon Drivers who were in erstwhile pay scales of in 5th PC Rs.4500-7000 have to be fixed in GP 2800/- whereas the same is fixed in GP Rs.2400/- for Tower
Wagon Drivers working in Bangalore Division.

Prior to formation of South Western Railway CPO/MAS has issued certain guidelines in the matter of conducting selection for the post of Tower Wagon Drivers in scale
Rs.4000-6000 and instructed all Divisions to follow instructions uniformly.  Subsequent, to order passed by Hon’ble CAT, Trivandrum in O.A No.115/2010 Trivandrum
Division has upgraded the post of Tower Wagon Drivers by matching surrender. 

SBC Division is not a respondent in O.A.115/2010 and hence Hon’ble CATs order referred to above has not been implemented by this division.

The contention of the SWRMU is that the post should be operated in scale Rs.4500-7000 in 5th CPC and correspondence Grade Pay should be implemented as per 6th
CPC with further avenue for promotion.

During the discussions, the union reiterated their demand.
